Research Problem
Government sector Key Performance Indicators (KPIs) refer to the measurable values that help to demonstrate the effectiveness of the government in the process of achieving the desired objectives (Parmenter 2015). Thus, it can be said that the KPIs do have an important role to play for the government of the countries. This particular research proposal helps to analyze and evaluate the various aspects of the KPIs of the United Arab Emirate (UAE) Government (Tugnoli et al. 2012). For this reason, a particular research process will be taken into consideration.
The research proposal will be helpful to develop the idea that the KPIs of the UAE Government sector have necessary alignments with the strategies objectives. In order carry on with this research proposal, it is needed to analyze some of the major factors like the corporate strategies of the UAE government, the specific KPIs of the government sector of UAE and many others (Al-Khouri 2012). In the recent situation of the government of UAE, this research process will be very helpful as this research process will be helpful to address some of the key issues of the UAE Government related to the linkage of KPIs with the government strategies. In addition, the research process will be helpful for the researcher, as this research process will enlarge the knowledge of the researcher in the area of government strategies and the functioning of government KPIs (Al-Khouri 2012).
The research process will be developed based on the connection of the government KPIs with the strategies of the government UAE. In case of the UAE government, it can be seen that there is not any link between the KPIs and the corporate strategies of the government. The main reason is that the KPIs are not developed from the strategic plan of the UAE government. For this reason, there is lack of alignment between KPIs and the government objectives (McAdam et al. 2013). This non-linkage of KPIs has some major disadvantages on the UAE government. This non-linkage contributes to the non effectiveness of the process of balanced scorecard and strategic mapping process in the government sector. Apart from this, no initiatives have been taken and no route map has been developed in order to solve this major problem (Al-Khouri 2012). This is the major problem of this research process, as this research process will help to provide the potential solution of the problem.
There are some major purposes of this research process. The first purpose of this research process is to develop a realistic idea and knowledge about the performance of the government KPIs of UAE. The next purpose is to gather real life data, information, facts and figures about the KPIs of government of UAE. The third purpose of this research process is the development of the potential solutions of the problem of this research process. This is the major purpose of the research process.
Research Purpose
Research objectives are the integral part of the research process as they provide the necessary direction to the research process. The major objective of this research process is to critically appraise the linkage between the KPIs and corporate strategies of the government of UAE. For this reason, some major aspects need to take into consideration. In order to complete the research process, the discussion of all the major KPIs of UAE government is an important objective of this research. After that, it is needed to discuss the major corporate strategies of the UAE government and it can be considered as another major objective of the research proposal. Thus, these are the major objectives of the research proposal.
Based on the research objectives, some of the major research questions have been developed. They are as follows:
- What are the major corporate strategies of the government sector of UAE?
- What are the major KPIs of the government of UAE?
- Is there any specific linkage between the government KPIs and the corporate strategies of the government of UAE?
- Provide a critical appraisal of the government sector of UAE.
The above are the major research questions of this research proposal.
KPIs are considered as one of the major factors in measuring the organizational performance. There is not any exception of this fact in case of the government. KPIs are used to measure the performance of various strategies of government. Thus, it is expected that there is a positive linkage between the KPIs and the corporate strategies of the governments of the countries (Alvandi et al. 2012). In case of the government strategies of UAE, it has been seen that there is lack of linkage between the KPIs and the corporate strategies of UAE. In this regard, the aspect of management control is considered as a major aspect as it is linked with the performance of the KPIs. The major concentration of government management control is on the financial and non-financial performance of the government sector. The financial performance of the government is linked with different fiscal and monetary transactions of the departments of government. On the other hand, the factors in the non-financial performance of the government of UAE are reputation, quality of services, services to the people of the country, behavior towards them and many others (Kuriakose 2016). Thus, it can be understood that all these financial and non-financial aspects are considered as the ‘performance improvement wheel’ of the government of UAE. However, it has been seen that there the government sector is facing many problems in the management of the performance of the government. Manu difficulties along with the opportunities are there for the government of UAE in order to achieve the desired performance of the various government sectors (Rahman, Albaloshi and Sarker 2016).
Research Objectives
Various factors are creating force on the government of UAE to become more focus on the performance management of various governmental sectors from the viewpoint of various stakeholders and the people of UAE (Abu Eid and Jirjees 2015). All the government sector organizations have a major role to play in the performance of the government sector of UAE. The government sector organizations must be interested in the development and deployment of effective and efficient performance management system for the government. One of the major concerns for the performance measurement of the UAE government sector is that there is not any linkage between the KPIs and the corporate strategies of the government of UAE (McAdam et al. 2013). As per expectation, corporate strategies of government will be the prime force for the development of major KPIs to measure the performance of the government sectors. However, this is not the case for UAE government. Thus, it is essential for the government of UAE to develop the KPIs that will be derived from the corporate strategy of the UAE government. Apart from this, the development of proper corporate strategies of the UAE government is another essential need for the development of effective KPIs. The government organizations are the non-profit organizations, but these government sectors play an integral part to satisfy the various stakeholders of UAE government. It needs to be mentioned that there is a lack in the participation of the management of government organizations in the process of performance incensement of the government sector of UAE (Al-Khouri 2013).
The government of UAE uses to develop the KPIs in order to translate the corporate strategies into the actionable plans. This is done for the proper and effective monitoring and execution of the corporate strategies in the various government activities of UAE. The government of UAE has adopted the method of Balanced Scorecard in order to measure the performance of the government sector (Al-Khouri 2012). The purpose of the development of KPIs is to qualify the progress of accomplishment of each corporate strategy of UAE government. Another objective is to measure the periodic performance of the government sector of UAE against the predefined target. The government of UAE prioritizes some focus areas for that there is a need for development of government strategies. All these initiatives include the action plans that need to be taken in order to solve the issues and to increase the performance of government sector (Thawani 2014). Thus, it can be said that the development of the corporate objectives and the KPIs is a collaborative process and this process demands the involvement of various government personnel. After the development of corporate objectives and KPIs, it is the turn to prioritize the KPIs and corporate objectives based on their importance in order to increase the performance of UAE government. Hence, there is an utmost need for a positive linkage between the KPIs and the corporate strategies of UAE government. In case of the UAE government, the linkage between the KPIs and corporate strategies of UAE government is missing (Al-Khouri 2013).
Research Questions
There are some major KPIs for the measurement of the performance of UAE government sector. Some of them are discussed in this section. One of the KPIs is the Human Development Index and this KPI indicates the well-being of the people of UAE. In 2016, UAE ranked 42 and the target is to come within 10 by the year 2021. Another KPI is the Reliability of Police Service that measures the ability of police services of the country by taking the opinions of various segments of society. In the year 2016-17, UAE came 7th and the target is to come 1st by the year 2021. Another most important KPIs of UAE is Judicial System Efficiency that measures the effectiveness of the judicial system of the country. The rank of UAE is 25th in 2017 and the target is to come within top tem rankling by the year 2021 (performancemagazine.org 2017). Ministry of Justice is responsible for this KPI. Another important KPI is the Gross National Income per Capita that indicates the economic growth of all sectors in UAE. As per the 2016 estimate of World Bank, UAE raked 10 and the target us to remain the spot in top 10 by the year 2021. The nest important KPI is the Net Inflow of Foreign Direct Investment as percentage of GDP that indicates the amount of foreign direct investment based on the GDP of the country. In the year 2015, it was 2.96% and the target is to increase it to 5% by 2021. Not all these KPIs have derived from the corporate objective of the government sector of UAE. Thus, it is needed to develop effective strategies so that the positive linkage between KPIs and corporate governance can be established (vision2021.ae 2017).
In the process of research methodology, the researcher will apply specific research approach, design and strategies in order to get the results from the research process. The various steps of research methodology are discussed under:
Research Philosophy: Research philosophy helps the researcher to develop the research essence with the help of appropriate research paradigm. Four types of research philosophies are there; they are Positivism, Interpretivism, Realism and Pragmatism. For this particular research proposal, the philosophy of Positivism will be adopted. The reason behind adoption of positivism philosophy is that the researcher is trying to find out the reason behind the non-linkage between KPIs and corporate strategies of UAE government (Tolman 2012).
Literature Review
Research Approach: Two types of research approaches are there; they are Inductive Approach and Deductive Approach. For this research proposal, Deductive research approach will be taken into consideration. Deductive research approach helps the researcher to analyze the available models and theories with the help of gathered data and information. In this research process, the researcher will to find the answers with the collected primary data with the available model and theories in the field. Thus, the selection of Deductive Approach is appropriate for this research process (Kemparaj and Chavan 2013).
Research Design: Three types of research designs are there; they are Explanatory Research Design, Exploratory Research design and Descriptive Research Design. With the help of descriptive research design, the researchers are able to explore and define the problem. In this particular research process, the researcher aims to explore and define some specific problems related to the KPIs and government sector of UAE. Thus, the Exploratory design will be adopted for this research process (Yin 2013).
Data Collection Process: Two types of data are there; they are Primary Data and Secondary Data. In order to carry on the research, primary data will be collected and the data will be quantifiable in nature. Data will be collected from the distribution of questionnaires. The questionnaires will be distributed among the government employees of the UAE government sectors. The questionnaires will be filled up on face to face bases and the questionnaires will be send via mail.
Sample Size: For this research process, random sampling process will be adopted and the sample size will be 100.
Data Analysis Strategy: After the collection of primary data, the data will be analyzed with the help of statistical tools. The data will be analyzed with the help of central tendency. This is an effective analytical tool to get the correct result from the research process. Proper analytical tool is needed in order to get the appropriate and correct results from the research. The qualititative data will be presented in the form of tables and charts in Microsoft Excel.
The main aim of this research proposal is to develop an appraisal on the performance of the government sector of UAE. As per the literature review of this research process, there is not any link between KPIs and corporate strategy of the government sector of UAE. Thus, it can be said that the research will be helpful for identifying the reasons behind the non-linkage between the KPIs and corporate strategy of the UAE government sector. Apart from this, the research process will be helpful to develop the effective strategies in order to solve the problems in the government sector of UAE.
Conclusion
The objective of this research process is to appraise the corporate strategies of the government sector of UAE. As per the literature review of this research process, various reasons are there behind the non-linkage of KPIs with corporate strategies of UAE government. In order to find out those reasons, a specific research process will be adopted. Primary data will be collected with the help of questionnaires. The questionnaires will be distributed among 100 employees of the selected government sector of UAE. Based on this research process, it can be expected that appropriate and effective results will be derived. The derived result will be able to solve the specific problems in the government sector of UAE.
