Project Management
The chosen project is a proposed healthcare service in Tanzania where a project will be executed to start a new healthcare service for the natives of the country. The project will include setting up of a health camp as well as shipping of medications to the health camp. The initial plan for the project has already been prepared that deals with the important overall aspects of the project.
In this part of the project plan, more detailed planning of the project has been made in order to take care of other important aspects of the project like change management, procurement management, necessary tools and techniques and others.

Procurement document is a list of resources that are to be used in the course of the project. The procurement document is of different types that depend on the type of the contract used for the procurement of the resources. The procurement document for this project is as follows.

Tools and Techniques
There are different tools and techniques applicable for project management purposes. For this project, the following tools are applicable for driving the project in the right direction.
- Team Meetings– During the course of the project, several team meetings are to be conducted in regular basis to discuss the progress of the project as well as discuss some suitable modifications for the project.
- Project Planning – The stakeholders will prepare a plan for structuring the healthcare service to be provided in Tanzania (Snyder, 2014). In this part, the stakeholders will discuss about the selection of land, size of the health camp, procurement of sufficient medicines and others.
- Services – There are a number of healthcare services for different diseases and illnesses. Hence, the types of the services to be covered must be decided before setting up the health camp (Rui et al., 2016). For instance, if the company decides to set up a health camp for treating malaria, they will have to procure medicines and set up the facilities accordingly.
- Scheduling – Every project should have a specific lifecycle so that it can be completed within a specific timeline (Gronwald, 2017). Hence, scheduling of the project is necessary to prevent extra expenses.
Research of the Market – Healthcare system in Tanzania is to be analyzed so that the new healthcare services can be provided according to demands and requirements.
Make or Buy Analysis – This analysis is needed to determine whether the company needs to make the products or buy the products depending on the cost estimations. In this case, the required analysis should be based on in-sourcing or outsourcing of medicines and medical personnel in Tanzania.

During the course of a project, there may be several changes required. However, the changes need control so that they do not affect the project negatively (Rose, 2013). The scope of the project is as follows.
- Procurement of land in Tanzania for setting up the health camp is within the scope of the project.
- Construction of the health camp building is within the scope of this project.
- Development of the health care services in the country is within the scope of the project.
- Appointment of medical personnel is within the scope of the project.
- Shipping of medicines is within the scope of the project.
The project manager should ensure the project is executed based on the scopes of the project and hence, he will be responsible for the validation of the project.
Similar to change management control, there should be control process for the procurements in order to ensure the best quality resources are procured for the project at the least possible price. Moreover, the payment system should be secure so that the payments made during the procurement are not lost. There will be a claim administration, which will claim the resources from the vendors once the payments are done and deliveries are proceesed.
A project can only be driven forward successfully when there are certain ethics. These project management ethics must be maintained in order to execute the project in the right manner. Following certain project management ethics also enable the project managers to take the right decisions during the course of the project (Chaves et al., 2016). There are certain codes of ethics and professional conduct that define the best ways the project team members can contribute to the project. In other words, project management ethics pave the way for taking the best decisions that are beneficial for the project.
Since the project is to be considered in a different country, there are several international factors that are to be considered. These are as follows.
- First, the company needs to request Tanzania government to grant permission for providing healthcare services. This is a lengthy process, as the government will review the project plan, evaluate the benefits and then will approve the project.
- Second, for providing services in the country, the country will need to acquire Tanzania’s international business license that will also allow the company to acquire a land for setting up the health camp.
- Thirdly, the natives of the country should be informed about the benefits of the healthcare services.
- Finally, shipments of the medicines have to be done based on international clearance as the shipment route will go through different countries.
Conclusion
In this report, the details of the proposed healthcare project in Tanzania have been discussed. These factors are decisive for the development and success of the project and hence, these must be considered seriously for preparing the final plan of the project. These factors drive the progress of the project as well as provides suitable path for some modifications that may be required during the project. Whatever be the requirement, during the course of the project, several team meetings are to be conducted in regular basis to discuss the progress of the project as well as discuss some suitable modifications for the project. This will ensure involvement of all the stakeholders in deciding the outcome of the project.
