Task 1 – Completing the goal map for NBN Co
The report is based on analyzing the business functions of National Broadband Network (NBN) Co which was established in the year 2009 for designing, building as well as operating Australia’s wholesale broadband access network. The key objective of NBN is to make sure that Australians can access to faster broadband at proper price and least costs. Therefore, in order to achieve the objectives, the organization structured as wholesale and open access broadband network helps to provide local access network.
The paper is based on describing the goal map using the organizational goals. Those conditions are met to get the organizational goals so that required conditions are being defined. The goal map of NBN is related to CRT into undesirable effects that are related to required conditions defined into goal map. There is producing of current reality tree (CRT) documents the issues related to the project work. In order to address issues that causes conflict into the organization, it allows a win-win solution so that the conflicts are being and root causes are gone low enough into CRT. The root cause analysis is performed which helps the organization, NBN to analyze the issues related to organization so that there is achievement of success into the business functions of NBN.
Cox and Boyd (2018) stated that goal map provides direction to the business operations of NBN. NBN broadband access network is remained a larges as well as complex infrastructure undertaking into Australia. The main goal of the organization is to remove the digital divide. It is to build as well as operate new high speed and wholesale local access broadband network. Under this goal, it aims to provide better productivity, provides an innovative platform so that the organization can deliver economic as well as social benefits to the Australians. Therefore, it aims to provide flexible and faster broadband network in technology as well as network designs. NBN rolls out their broadband network so that the organization should guide some of goals such as service quality, continuity for the customers; proper retail services providers, construction partners, in addition to achievements of rollout objectives as cost effective (Lowalekar & Ravi, 2017). The goal of NBN is to provide with access to faster broadband network so that the network is completed and enabled to structural separation of the organization and competitive market. NBN introduces of new wholesale pricing options such as funding for management of cost to reduce funds requirements and optimize of capital structure.
Task 2 – Producing the current reality tree (CRT) for NBN Co
The company is engaged into productivity as well as collaborates with the stakeholders such as local communities, retail service providers and construction partners. The company is engaged into remote Australia so that they can maintain higher standards to work with the communities. As the goal of company is to remove digital divide, therefore the company works with the retail service providers so that they can make sure about higher quality end users experiences. It includes of close relations with the service providers to manage the complaints (Dettmer, 2008). The company is followed of proper planning process so that NBN can meet with their business goals results into organizational productivity. The key necessary conditions for successful achievement of organization goal are communication, commitment and clarity. The government is expected that NBN is managed the risks and communicated the risks with the departments and engaged closely included to provide monthly progress reports (Thompson, 2017). The company is continued to strengthen engagement with the governmental agencies so that the security agencies can address the security risks related to broadband network. Commitment is required to make changes into organizational functions. Commitment is delivering access to peak wholesale download rate of data with at least 25 megabits per seconds to the premises. It consists of 50Mbps peak of wholesale download rate of data to 90% of fixed line network. Without proper clarity, it is not possible to diversity the trends.
Following are some of the definitions which are mentioned into the paper so that it helps to understand the business operations and functions of NBN properly such as:
Broadband network: It is high speed internet access which is faster as compared to dial up access. The network is included with high speed transmission technologies like digital subscriber line cable modem (Romiszowski, 2016). It is a better form of the internet access of higher access speed.
Wholesale market: It is a broadband access services based on the technology which is offered of maximum download speeds of around 25Mbps. The services are delivered of higher speed in addition to downstream transmission to the end users (Savery, 2015).
De Silva (2018) discussed that there is a link among logical organization as well as effective communication is required for sender and receiver. NBN Co is accountable to government as the sole shareholder for getting better performance. As per the government, NBN is achieved of policy objectives and whether the company is being acted in accountable way. The company is achieved of multi technology mix network so that there is building of network in cost effective way (De Bono, 2018). The company is operated its business into commercial based so that it can meet with the business objectives and goals.

Amalberti (2017) stated that current reality tree helps NBN to make improvement into the complex network infrastructure so that they can provide higher and faster access to the internet. Zhu and Azar (2015) argued that CRT helps to understand relationships among various issues and identification of issues to agree with scope of broadband network. () defined that CRT is a thinking processes logical tools as it depicts current reality into dependent logical cause as well as effect relationships. The root cause is core problems into the concept of network. Undesirable effects are problems that people can achieve and CRT is a tool to address the critical root causes.
The possible cause and effect relationships help to identify the risks into the NBN Co. There are delays into FTTP deployment. Rollout of the FTTP network to date is being affected by number of factors included of complexity into the process along with design tools, lack of experiences into the project size (da Costa et al., 2018). The cause factors which are led to delay into the business processes are delay in design such as delay into the network design documents and delay into turnaround on detailed designing documents by the delivery partners. The other cause factor is delays into construction because of complexity of interfaces among NBN as well as delivery partners. There is lack of deep project management resources as an increase into volumes (Mabin et al., 2016). Delay into construction causes because of delay to make deal with Telstra, ineffective collaboration among the company along with delivery partners to resolve the contract and design issues. Defects and variations are encountered throughout the construction process with lead time is not adhered with power utilities, delay to remedy cause with asbestos and inconsistency into the processes to deal with defects on the completion of project work. There are delays into connections because of activation delays resulted from the blocked lead-in conduits, and issues related to end users like refusal of access to property. Apart from this, there is delay into fixed wireless premises passed (Eidelwein et al., 2018). The fixed wireless program is approximately 51% behind the corporate plan with there is 44,948 premises passed against the plan of 91,414. It is mainly caused due to delay into the construction process.
Kuruvilla (2017) stated that CRT is a thinking processes into theory of constraints and it is a way to analysis the systems and organizational issues at one time. By identification of root causes of the problems, CRT is based to make improvement of system. NBN Co is subject to intense towards political as well as media interest since inception. It provides an impact on performance of organization as well as effective deployment of network. The risks are associated with completion of roll out of organization would challenge largest telecommunication as well as construction organization. Sharma et al., (2018) analysed that global research shows that cost overrun on the network infrastructure projects are causes of delay into the construction work. Size as well as scope of NBN project creates a risk into financial besides operational forecasts that are not removed. The strategic review has assessed increase into cost, because of increase into project complexity than offset by potential reductions of cost.

The root cause analysis is identification of the problems used to identify the causes of faults and problems. The cause factors are used and considered if the problems are prevented final undesirable outcomes whereas the cause factors are affected the outcomes of events. Root cause analysis is applied into CRT so as to identify as well as correct root causes of events that are occurred while construction work is done related to broadband network infrastructure (Mabin, 2015). It is used for predicting and forecasting the events before it is occurred. It is a separate process towards the incident management. There are certain factors which affect the financial as well as operational performance of organization such as lack of deep internal experience into the complex IT infrastructure, frequent changes into the work program, issues related to fiber network design, ineffective operational construction and lack of cost to design and develop design of network infrastructure (Latino, Latino, & Latino, 2016).
The main problem related to NBN Co. is delay into the construction work of network infrastructure. Due to complexity into process as well as design tools, the construction delays are occurred in the organization. The root cause analysis for delay into the construction work is analyzed in form of logical structure (Geerling, Chernofsky, & Pratt, 2014). Because of three main causes, construction delays are occurred such as delay in design, defects and variations which are encountered throughout the construction work and delay into connections.

It is being analyzed that for each of single root causes, there are assumptions for particular failures, therefore a trigger is required which lead to provide better outcome. It is assumed that the problem into NBN is analyzed properly so that there is no delay into the construction work in future (Firestone et al., 2018). The top management should properly interface among the organization and delivery partners so that there is lack of deep project management resources as volumes are being increased. Proper collaboration is assumed to be done into the organization to resolve the contract design and issues. A strategic plan is required into the organization so that all the issues are mitigated on time and the organization can get increased into business productivity and proper dealing with Telstra. Other assumptions which are made are resolution to the commercial issues with the delivery partners; provision of greater and visibility of deployment workflow to enable the delivery partners for mobilize with the team for delivering on time (Geerling, Chernofsky, & Pratt, 2014). There is availability of effective delivery partners capable to deal with project complexity along with scale of rollout of design as well as project management issues. Evaporating cloud is used into the organization as tool used by the workplace to understand in addition to resolve the conflicts.
The role of a broadband network in providing high-speed internet access
Whenever false assumptions are done, the result is delay into the construction process. In order to make assumptions into FTTP deployment, then the organization and independent assessment are taken into consideration with risks such as delivery partner is required to reset as result of backlog of unresolved claims along with delays into resolution of go forward rates (Latino, Latino, & Latino, 2016). Due to false assumptions, there are delays into detailed design approval as well as design queries, delay into operations for the commercial arrangements, delay into on-boarding delivery partners to absorb the volume along with delay into ramping the labor needs to levels. Based on those factors, the result is decrease of organizational productivity and proper network infrastructure is not meet as per organizational requirements (Cox & Boyd, 2018). It is not probable to de-risk forecast deployment for the premises passed and therefore there is lack of scope of forecast deployment.
Conclusion
It is concluded that NBN broadband access network aims to enhance competition as well as provides greater choices for the customers across Australia. This network has an impact in Australia and there is also a high competition in the market. It helps to create jobs and also new business, boosts the economy, supports more people and creates entrepreneurs. Industry wide satisfaction is improved and continued to assess the performance help to deliver better experiences. The company works with the retail service providers so that they can make sure about higher quality end users experiences. The company is continued to strengthen engagement with the governmental agencies so that the security agencies can address the security risks related to broadband network. The organization is engaged and valued input from others along with focused on common goals of NBN. The organization is fostered and growth of people so that the organization can increase their productivity. The global research shows that cost overrun on the network infrastructure projects are causes of delay into the construction work. Delay into the construction work is because of lack of deep project management resources. The goal of NBN is to provide with access to faster broadband network so that the organization can make improvement into their productivity.
