Evaluation of the framework present regarding the introduction of new technology as per Australian jurisdictions
With the advent of scientific development, new inventions and discoveries are taking place leading to the creation of new and advanced technology. Advanced technologies are getting created which is helping much in the field of health care. These technologies help the health professions to give appropriate and correct treatment to the patients. The positive side of implementing modern technological devices is that, it helps the health providers to conduct the treatment sessions in way which is easier and more convenient, both for the health providers and for the health users. However, along with the positive features, the practice of installing new technology also possess certain negative aspects which cannot be denied. In the presented study an attempt has been made to understand and evaluate the risks and benefits which can be observed regarding the installation of new technology in health care sector and the way the negative issues can be handled.
The government of Australia has declared that in order to introduce a new health technology, an organisation need to consider and abide by certain rules and regulations. This is important for the safety and welfare of the health users. The Australian government suggest that all the technologies and the devices must be reviewed by the HTAC or the Health Technology Assessment Committee. Report and necessary evaluation should be made regarding the necessity and the urgency of the particular technology which is going to be introduced (Banaszkiewicz, 2014, p.113). Apart from the orthopaedic committee of the country, the higher officials of the organisation need to review the proposal, consultation with the managing department, the finance department must be conducted. Proper discussion should also be conducted with the suppliers who will be providing the device.
Based on the context of the presented scenario, a case can be presented to assess the level of benefits and risks related to hip prosthesis procedure for hip replacement. The Ramsay Health Care performs hip replacement surgery. The health care organisation holds a number of positive record which states that it has succeeded in performing health replacement surgery in a number of patients with the traditional hip prosthesis procedure. However, the organisation is thinking of implementing ceramics technology for this kind of surgery. A group of surgeons has decided to initiate this facility. The TGA has approved the proposal.
However, it is important to consider and evaluate the potential level of risks and advantages of the ceramic technology (Judge et al. 2014, p.431). It is true that the ceramics technology aims to offer the lifespan of the individual. The process is a bit costly, but it reduces the requirement of replacement after the service life of 10 to 15 years. As per some reports, it has been observed that the ceramic technology is more durable and long lasting (than the plastic on plastic and metal on metal). The life expectancy of this process is much better than the conventional replacements. It helps to reduce the pain which is caused due to arthritic joints and achy. Ceramic technology provides the same result, but the duration of the result is longer than the conventional replacement procedure (Wallace et al. 2014, p.927). This is because of the durability of the material which is used for the replacement purpose, hence it can be understood that the rate of breakage of the material is lowered to a considerable extent. It can be easily assessed that the individual who have undergone this surgery with the ceramic procedure possess the survival tenure for a longer period of time without having to think about their hip condition for a longer period of time. This can also mean that the health users who opt for this process of surgery will not have to think about spending money on replacement for a specific tenure (Fan et al. 2014, p.54).
Benefits and risks concerning the introduction of the new technology
It is true that ceramic technology holds several benefits which should be considered. The process is indeed useful. However, there are certain shortcomings and drawbacks which cannot be neglected along with the benefits. The routine surgery of hip replacement using ceramic technology, the entire process is holds a significant amount of complexity which cannot be ignored. Only experienced doctors can perform this surgery. The ceramic technology compared to the conventional technology is much expensive, as much as $2000 more considering the context of the scenario, hence this factor should be considered. Sufficient lack of knowledge regarding the technology should also be considered. It is essential to mention the fact that most of the health practitioners are still not aware of the process and the complexity of this technology. This factor leads to the safety rate of the technology (Ackerman et al. 2017, p.10). It can be understood that although the practice is considered safe and more convenient than the original procedure of the surgery, reports based on ten years cannot be obtained. This can also indicate that adequate evaluation and assessment cannot be made as sufficient data and information of the practice of this technology is not gathered.
However, in spite of the problems and the emergent issues concerning the ceramic technology for replacement surgery process, it should be stated that these problems can be resolved with proper measure (Svege et al. 2013, p.41). The organisations and the particular health providers must come to certain conclusions by taking appropriate measures for the purpose.
Taking the context of the case scenario it can be said that the Ramsay Health Care organisation want to implement the new ceramic technology regarding the hip replacement surgery. The group of orthopaedic surgeons have decided to initiate this practice because this will enable the doctors to treat the patients in a proper manner. It will be enable the doctors to give a long lasting treatment method to the patients or the health users, making more health users look for the treatment. The technology is considered reliable and safe. With sufficient knowledge regarding the usage of the technology, the treatment can be stated more durable than the conventional technology which is used to conduct the surgery (Ji et al. 2013, p.242).
The benefits and the positive aspects of the technology cannot be denied. However along with this, the negative or the shortcoming of the technology also needs to be carefully considered. This is because it is necessary to look and evaluate the entire process on the basis of business aspect necessary to maintain the growth and development of the organisation. Taking the particular factor into consideration, it should be mentioned that then healthcare organisation need to consider the overall aspects concerning the significance and the necessity of the introduction of this new and advanced technology (Judge et al. 2013, p.453).
Recommendation regarding the introduction of the new device
The first and the foremost factor which needs attention is the necessity of the technology. The organisation should assess the requirement of the technology. If it is understood that the technology is indeed needed, then the organisation can take the initiative to install this technology. Ramsay Health Care practices the surgery of hip replacement from a long time. The result of most of the surgeries which happened in the organisation have proven to be successful. Almost all of the surgeries which have happened till now, the conventional method is used (Ljunggren et al. 2014, p.398). Based on recent reports it has been observed that most of the doctors and the health professionals are against the idea.
The chief issues are the cost, ceramic technology is very much costly and due to this, pressure might be put on doctors and the health users. Taking the information which has been published in The Australian in 2016, private health care users have to pay a hefty amount for the treatment and due to this excessive pressure might be felt by the health users. Whereas the economic condition of the Ramsay Health Care needs to be strengthened. The price of the device for the treatment is very much expensive and due to this, the organisation cannot afford to bear the total expense of this technology (Levy et al. 2014., p.5086). Hence, pressure is going to be forwarded on the shoulders of the consumers and clients, seeking medical help.
On another aspect, if the organisation is able to take care of the expense which is acting as the main obstruction for the introduction of the technology, then Ramsay Health Care possess the chance and scope to earn profit. Apart from this, if the organisation is able to succeed in this venture, then along with profit the organisation can earn sufficient amount of respect and acknowledgement from the health users and also from other health organisations (Whited et al. 2014, p.71).
The expense, the primary cause of obstruction of the introduction can be resolved, if appropriate measures are taken for the purpose. For instance, attempt should be made to cut the price to a moderate range. As per the Australian government, the patients must possess the responsibility of bearing a certain amount of cost of the treatment which they are having. Regarding the point be noted that if the organisation is able to prove the worth and safety of the particular treatment then the patients will easily give the amount for the treatment. The organisation should conduct a wide market research. This is important in order to understand the range of pricing of the treatments which is considered rational and justifiable regarding the treatment procedure (Ratcliffe and Ralph, 2014, p.7). Apart from this, the organisation should make the effort to interact and communicate with the private insurers. With the joined assistance of the private insurers, the burden of the excessive price required for the treatment can be lowered to considerable amount, keeping in mind the interests of the health users. The strategy is also helpful considering the business aspect of the organisation. Encouraged by this approach, more health users will come to the organisation for the treatment (Abebe et al. 2014, p.300).
The decision of the introduction of ceramic technology for the treatment of routine hip replacement surgery is indeed a significant one. The decision can be helpful both for the doctors as well as for the health users or the patients. However, in order to bring the technology into practice, it is important to talk with the different stakeholders who are associated and connected with the organisation. Different stakeholders possess different importance responsible for operating the organisation in a proper and organised manner.
In terms of the differences of opinion, Ramsay Health Care possess talented group of doctors and staff (Moorthi et al. 2013, p.185). The staffs are well equipped and with proper training sessions, the staffs should have the necessary knowledge regarding the usage and importance of the new technology. The health staffs and the health providers must be provided with the adequate knowledge Discussion sessions and meeting should be held among the doctors of different departments, this approach is necessary to make the health practitioners aware about the necessity and the urgency of the technology and the positive help it can provide to operate and cure the hip replacement issue of the patients. From the case scenario, it has been observed that many doctors and health practitioners tends to show resistance against this introduction of new technology (Wu et al. 2015, p.608). Lack of proper knowledge, training skills, clash of opinions these factors needs to be considered. communication should be present among the different stakeholders. Necessary discussions must be conducted to clear the individual differences and to validate the decision regarding the introduction of ceramic technology.
Interaction with the higher managing officials should be conducted to make them understand the step of introducing the technology as an investment for better future of the organisations. Board of meeting must be conducted to discuss the decision (Alventosa et al. 2014, p.100). Apart from this, the various committee members related to the field, necessary discussion must be made with these influential personalities. Along with this, consult must be done with the audit, finance, risk management department. It is important to have communication with the various medical department representatives and the doctors as well.
In order to introduce the ceramic technology for the hip replacement surgery there are certain rules and regulations which needs to be followed by the organisation. Ramsay health care organisation needs to follow these norms which are mandatory. The first and the foremost thing which needs to be considered, the organisation should consult the governmental entity of Australia. This is very much important in order to initiate the introduction in a successful manner. It is important for the group of doctors (responsible for the proposal) to consult with doctors of other department. As per the rules and norms, the decision must be reviewed by the members of AOA or the Australian Orthopaedic Association (Szymanska et al. 2014, p.171). One of the common rule which needs to be stated, the patient must be given the opportunity to express their opinion. The portion will be provided the opportunity to have the surgery as per their own choicer. If a patient feels that the conventional treatment is more affordable and convenient for the person, then the individual must be treated likewise. It is important to note the, the safety policy of the patients must be considered. The convenience of the patient must be considered and followed at all cost. As per the medical policy of Australia, the patients must be given be given the required information regarding the new technology. Both benefits and the possible risks, the health user must be aware of both the aspect of the new technology. Transparency should be maintained (Aslam et al. 2017, p.77).
It should be mentioned that necessary training session needs to be conducted. The health staffs of Ramsay health care need to undertake the particular training in order to enable to acquire the required knowledge and skill for the implementation of the new technology.
Conclusion
In conclusion, it can be said that it is necessary for every health care organisations to introduce new and advanced technology and devices. This step is important both for the health practitioners and the health users and clients. The new modern technology helps the doctors to provide better and accurate treatment, also helpful for effective surgery. Whereas it helps the customers or the health users to get better treatment within appropriate time. It is true that certain technological devices are indeed expensive and costly which restricts its implementation. Also, it is necessary to have the sufficient knowledge and skill regarding the usage of the technological device ensuring the safety of the new technology. Although it is true that controversy regarding the introduction of new technology is inevitable and perceptible, with proper measures, such as planned budgeting, joined assistance of insurers, cooperation among different stakeholders, the step of introduction of new and updated technology can really prove to be beneficial in the long run, helpful to attain the comprehensive sustainability of the organisation in the process.
