Discussion
The paper will discuss the concepts related to occupational health and safety management systems that act within an organization. The paper will discuss the main elements of occupational health and safety management systems operating within the organization and the ways in which the application of these key elements can be manifested within the organization. Every organization needs to maintain a proper risk management process to avoid risk and ensure employee wellbeing within an organization. Occupational health is the area of the workplace which aims at promoting public health, and maintaining the highest level of physical, and mental well being of the employees working in every occupation. Occupational safety would include safety from the main categories of occupational hazards which includes ergonomics, biological and health hazards. The main elements of occupational health would include identifying the hazards and managing risk through effective management of leadership, commitment and identification of the hazards and managing risk. There are eight components which look after occupational health hazards management systems. Occupational health and safety management (OHS) is the organization that looks after occupational safety of the employees of every organization from all sectors and of all sizes (Etgeset al., p. 513-531). For example they look after the legal obligations that employees face and reduce the risk of unethical activities within the organization. This makes the organizations look after their own management of safety systems and occupational health. They can also implement policies that are absent to safeguard the safety and wellbeing of the employees within the organization.
Safety Management System is defined as the collection of structured and company-wide processes and such processes provide effective risk-based decision-making to ensure the daily business functioning of the organization. It helps in the process of developing the highest level of safety and maintaining safe operations. Safety Management System includes Safety Policy and Objectives, Safety Assurance and Safety Risk Management. Managing occupational health and safety within an organization by providing training and . The main purpose of the Safety Management Systems is to provide a systematic approach to manage safety risks in operation (Alkaissy et al. 2020). For organizations to survive, it is important to manage occupational health and ensure safety risks are avoided in the occupational sector, by providing training facilities to the employees.
The key elements of the occupational safety and health management system includes factors like effective planning, organizing for the implementation of the policy being planned. Effective implementation of the plan which also needs auditing and checking from time to time if the plans are effectively made and implemented. If any improvement is needed, they can be made. A continuous act of improvement in the plans policies for ensuring the safety and security of the workers are needed (Accou and Reniers, 2020, p. 5478).
The top management’s needs to make changes and amend effective policies to show their commitment and respect towards the betterment of the organization and its people. Such a commitment will develop trust and commitment towards the work among the employees. Policy making needs to be such a way that the overall rate of accidents is reduced by making policies that would avoid accidents from taking place and any workplace accidents or injuries from taking place by following the legal concerns of the country. Reporting of the unsatisfactory safety management system needs to be effectively reported as well. A safety plan ensures the development of the strategic business action plan. Such a strategic action plan will ensure effective governance structure within every company. This will ensure that every worker will clearly understand the safety obligations. The employees will be able to carry out the obligations effectively. All aspects of legal safety papers will need to be effectively maintained within the company (Uzun, Gurcanli and Bilir 2018).
Legal
Effective planning and implementation of policy considering the economic status of the comoany is that element of occupational and health and safety management systems that will ensure detailed arrangements (Mohammadfam et al. 2017). Planning and implementation of effective policies also ensures how the policies will be implemented and the expected result of the policies can be imagined and achieved. Audit needs to be made to critically and systematically evaluate the health and safety management system of the company. A proper audit will ensure identification of any weaknesses or unrealistic targets in the present plans and decide effective processes that will modify and bring about change in the present policy. Preventive actions and corrective measures can be taken. A continuous process of improvement is needed to bring about improvement and achieve greater targets in safety measures of the employees. It is important to not stay static but to keep improving the safety measures and modify the old rules whenever the need be (Haas and Yorio 2016). Every organization needs to estimate the probable fallouts of the organization and like for example the potential financial loss or the probable workplace accidents that can occur at any point of time. By undergoing the micro-analysis of the probable risks, organizations can also effectively and accurately analyze the severity of the impact that is most likely to hit the organization.
Effective safety management systems can be created by putting to use the various aspects and maintaining safety creating a safe working environment for its employees. The key to develop and implement an effective safety management system is to create a safe place to work in by considering the income of the company and planning the investment they can get involved in to take care of the precautionary measures within the company (News Bites – Private Companies 2020). A safety management system combines the different elements of the workplace to ensure the attention of the seniors to develop a safe working environment for every one who enters the working environment. Elements of safety management include ensuring the health and safety system and making the health and safety system an integral aspect of the business. The element of safety management system includes ensuring that health and safety is made an integral part of the business’s core operation system. Reporting, planning and creating the database for a safe workplace is important. Safety management system includes various elements like creating safety plans, policy making and conducting effective training to ensure effective management of health and safety within the workplace. Effective supervision and monitoring of satisfactory safety management systems is important (Wang, Peng and Li 2020).
Safety culture can be defined as the workplace culture within the organization which discusses the concept of safety culture within the organization which looks beyond the safety policies and programs. The safety culture needs to be implemented effectively to capture the behavior and the mindset of the company’s stakeholders towards creating the organization an effective place to work. Application of the key elements of the organization includes reviewing the different organizational structures and determining the strategies that will be effective for the company. All the strategies will be effective for all companies and thus strategies need to be made according to the structure of the company. Only then can the organization implement and maintain organizational health and safety structure. The business environment needs to be taken into consideration to ensure the application of the key elements of the organization (Misiurek and Misiurek, 2017).
Economy
A company’s organizational design becomes effective when the six elements are ensured and maintained. Implementation of the key elements of the organization can be made sure by creating a hierarchy of effective leadership within the organization which will ensure clear delegation of duties and expectations from the emplotes and thus ensuring that the employees will feel the organization is giving importance to the safety and security aspect of the company (Gordon and Overbey 2018). Safety culture can be implemented in the organization by defining responsibilities of each employee. The organizational leaders have to create a vision within the organization which will ensure safety and security of the company. The implementation of the key elements discussed can be ensured by developing a platform which will ensure every employee has an open space for communication. In this platform of communication employees of all levels need to be included and considered as safety and security of all employees needs to be ensured (Qayoom and H.W. 2019). Positive safety culture can be implemented within the workplace by identifying the negative safety culture of the workplace if present by its leaders. A workplace which lacks safety culture and safety initiatives will lead to higher rates of injury and accidents within the work environment. Thus, leaders of the organization need to ensure that a positive safety culture is ensured within the workplace. Effective investment is needed to implement safety and security to ensure higher employee productivity and higher employee engagement. Strong safety culture within the organization can be implemented by effective management strategies and thus ensure lower turnover rate and decreased rate of injury and workplace accidents. Implementation can be ensured when the employees and the colony leaders value the employee safety of the organization (Block 2017). Decisions and effective planning can ensure the implementation of the plans and decisions made to ensure that the organization has an effective strategy planned to ensure workplace safety and security of the employees. The information needs to be collected from within the organization about the effectiveness of the safety security program being maintained within the organization (Punnett et al. 2020).
Effective communication is important as it will ensure an open discussion platform about the problems and the probable solutions the employees feel can be implemented to ensure their safety and security within the organization. Effective implementation can be ensured by making the employees feel more empowered to take actions and feel the ownership of to discuss with the managers to commit to the changes in the work environment to ensure better workplace conditions which looks after the safety and security of the employees which can be done by effective communication.
The other technique to implement the effective safety and security management system includes implementing hands-on training of the employees within the organization. The leaders will ensure that the employees will feel ownership of their own safety and the safety of the team members. The leaders will ensure investments are made in developing and creating effective programs that are targeted towards equipping the employees with the knowledge and training which are based on safety procedures. Training is also needed to identify investigate incidents of accidents (Faturos et al. 2021).
Application of Key Elements in Organizations
Organization can create a safety culture within itself which will ensure creation of the overwhelming feeling within the employees that safety is important. The more they understand, the more pressing the concept will become (Reza, Ali and Nahid 2019).
Systematic risk management is the tool used to help control the risks involved in hazardous works using the 5 Steps Approach to Risk Assessment. The systematic way in which the risk management of the organization can be manifested includes identifying the risk factors that might be operating within the organization. The other steps that need to be taken to implement effective risk management includes analysis of the risk within the workplace. Then comes the importance of prioritizing the risks that are present within the organization. The risk in the next step needs to be treated effectively and monitored if present, that is to identify and look for hazards within the work environment. With any new projects or new work, there prevails probability of risk factors within the workplace for the employees involved. The organization cannot avoid risks entirely but can surely minimize and try to avoid the occurrence risks to some extent. For example, if the employees are workers working as a fire extinguisher, risk can be avoided by making the employees take required precautionary measures but at the same time it needs to be accepted that accidents can occur no matter if the organization has taken precautions or not (Hald, Gillespie and Reader 2020). However, it is recommended that the company will ensure that its employees are taking the basic precautions needed. This can be ensured when the company evaluation of the risk, record the findings and decide on important steps that the company can take to avoid such occurances in the future.
The risk management process of any organization involves the system of identification, treating and managing the identified risks. Time needs to be set up and risk management processes need to be implemented to deal with the minor inconveniences that might come up in the process. A systematic planning needs to be ensured which includes efficient planning by analyzing the previous unforeseen workplace risks and accidents and those recorded information needs to reviewed and updated so that precautions about similar accidents or hazards can be taken further (Martinez 2016). The other step ensuring maintenance of proper risk management processes in an organization would also include increasing the awareness of legal requirements and ensuring better and effective prevention of physical injuries and illnesses of the employees involved. The employees need to be flexible and without fear or panic while they will face challenges or changes occurring within the organization. The first step towards effective risk management within the organization includes anticipating the possible pitfalls that an organization can face while working in the field and working towards taking precautionary measures and prevention. Identification of risk can be made by making every employee involved and asking them what risks they have identified and or they have insights about. This process will foster and encourage the process of communication and cross-functional learning among the employees. A risk breakdown structure can be used to enlist the potential risks that are prevalent within the organization and strategize a way out by conducting a detailed analysis of the risk. Next comes the system of detailed, concise and effective monitoring and tracking of the risk management plans and procedures undertaken within the organization. Risk analysis is also important by the team to identify the possible problems (Borle et al. 2021). When an organization can understand the probable risks, the organization can prioritize the risks by ranking them and conceptualizing the likelihood of the occurrences and happening of the risks and the potential effect the risk will have on the workplace and its employees. This will ensure the organization has a holistic view to ensure risk management and focus the priority of the organization on effective risk management within the organization. This step will ensure that the organization saves time, employee safety and the company productivity while focusing on the possible ways of treating the risks.
Leadership
The systematic ways to protect and ensure the risk management process is followed by identifying the risk and analyzing the risks. When the risk is prioritized, the probable solutions can be discussed following the laws of the country which ensures and promotes safeguarding the needs of the employees (Lurati, 2017).
Conclusion
It can be recommended that the organizational leaders can effectively get all the employees trained and involved in the process of discussion and risk management within the organization. It is also recommended that organizations follow the Occupational Health and Safetyc Management System (OHSMS) structure. It can also be recommended that organizations take into consideration the different types of safety management systems like that of ethical, legal and financial structure within a business. Organizations might often ignore the importance of safety and security measures within the organizational structure, but it is recommended that they realize the importance of ensuring safety and occupational health at the workplace. They need to understand that occupational health if improved or taken care of can promote business efficiency, improvement in staff relations and it will also ensure improvement in the business efficiency of the organization. health and safety of the employees when improved, their performance also improves.
Hence, it can be concluded that the workplace accidents and risks are inevitable at any workplace, mainly job job roles which are hazardous for example mining or employees who are working at the construction sites. Thus, a systematic risk management project is needed to be implemented to ensure that the risks are managed and controlled after being identified through investigation and analysis of the workplace. When the risks are identified, the next step of systematic risk management includes assessing and monitoring and managing the risk through the utilization of informed and structured methods of dealing with the risks.
