Project Objectives
Objectives of this project are:
- Identification of application, network, hardware, and database software for social media research center
- Procurement of all necessary resources that are required for establishing research centre
- Implementation and installation of the procured systems in the research centre
- Development of the web application for promotion of research centre
- Testing of web application for technical and functional aspects to identify bugs and make amendments accordingly
- Training of application manager on the use of application for updating project information(BIS, 2010)
A website along with features
The project charter is prepared for establishment of a social media research center. The project has to be completed within 8 months starting from June 2017 and for that the budget of AUD 50000.00 has been approved. The project would involve development of a web based application for promotion of this research center alongside the actual development of the research center. This web portal would contain details of major research projects that would be updated by Application Manager. This project would fulfill all the needs of the center including its application, network, hardware, and database software. The project charter document presented in the subsequent sections contains details of project objectives, measureable organizational value that project would generate, acceptance criteria, constraints, assumptions, stakeholders and lessons learned.
The measureable organizational value can be calculated by measuring the impact of project on certain areas like strategy, customer, finance, operations, and social area (Bright Hub Media, 2015). A ranking may be used for reflecting upon the importance of the project with respect to these areas as follows:

With the development of the research center and its website for promotion of the research centre, customers would be able to do more as the resources would be listed online as well as the staff would be able to manage operations faster.
With the use of online web application, following functions can be performed:
- Update details of research projects including supervisors list, student projects, publications, and project reports
- Create and use multiple login accounts as per user needs with major users including application manager and program members
- Allow students to search research projects updated by staff online using the website
- Display the data uploaded on various web pages that are indexed and searchable(CDC, 2006).
Certain factors can determine if the project would be a success or a failure and theses can be understood as the acceptance criteria such as:
- The project scope can determine the success or failure of a project as it defines all the requirements of the project. It has to be comprehensive and clear for a project to be successful
- Risk management process brings in opportunities for teams to avoid or handle most risk without them causing major impacts on the schedule, cost or quality of project deliverables and thus, plays a significant role in determining the success of the project
- Cost control processes are important to establish as they will keep the use of funds in check such that the project is completed without exceeding the budget and the project remains profitable as forecasted in the business case( Changefirst Limited, 2009).
- Understanding of the needs and expectations of stakeholders is another important thing to do as satisfaction of stakeholders is a requisite for the success of any project.
- For project deliverables met at the right time and delivering right quality, it is important the project is provided with sufficient funds required for hiring resources and running processes.
- The tests including technical and functional testing run on the developed application should turn out positive to be able to get the final acceptance from the users
- The training delivered to the employees of the organization should be efficient enough to help them gain an understanding of how software works( PM College, 2009).
This project has certain assumptions like:
- The website once developed would be used by internal staff who would be updating the information about all the research projects conducted in the research centre
- After the online portal is live, students would use the website to search research projects.
- The cost required for project activities would be provided by the sponsor
- The given time schedule would be sufficient to complete all project activities
- The project scope would not change while the project is being executed at least for 8 months
- The allotted budget for the project is sufficient to complete all the activities(Pearson, 2000).
The project also has certain constraints like:
- A budget of AUD 50000.00 has been provided for the executing of this project and thus, this project involving development of the research center and its promotional website should not exceed.
- The project is required to be finished within 8 months of the time(Project Management Institute , 2000)
- The human resources available for managing the project are only internal resources already working with the company and thus, project can be said to have some limitations in terms of who they can deploy as a human resource for this project
The key stakeholders of the project include:
Researchers: Researchers would make use of the website for searching previous research reports that they need for carrying out their research work. They need the website to have all the project details and a ability to search using important filters that gets them to fetch required documents.
Employees: Employees of the organization would help in requirement gathering and in managing the website content update. Thus, they would be also involved in testing of the web application after it is built.
Website developers: Website developers would be working on the actual data posting requirements of the research center and should know the requirements in detail. These developers would be hard coding the system for development of the website and would also been taken help of while performing technical analysis (The State of Maryland , 2015).
Measurable Organisational Value
Project Manager: Project manager would be responsible for initiating, planning, executing and controlling the project. He would have the complete knowledge of the project and would be responsible for managing human resources. Thus, he should be given enough authority to take major decisions about the project.
Project Sponsor: project sponsor would be providing funds for development of the research center and its promotional website. Thus, the project manager would submit the budget to the sponsor to get the approval for the release of funds.
Students: students would be the users who would be searching for research papers on the website and thus, their needs as users or members of the portal have to be taken care of. Thus, they can be involved in requirement gathering while planning the project (Time is Ltd, 2015).
Certain lessons may be learnt from the development project that would be recorded during project execution and would be compiled while completing the same. Further, there can be lessons learnt from previous projects that can be used for current project. These include:
- A project scope needs to be clear from the beginning such that all required activities are identified such that they do not go out of the scope while executing.
- The understanding of the stakeholder needs and expectations is very important for the success of any project.
- Resources of a project make a key contribution to the system and they should be provided with enough training and information to be able run the project successfully.
Plan purpose – The aim of communication plan is to coordinate between processes such that they can be made more efficient.
Types of communication:
Downward Communication (Lunenburg, 2010)
- Strategies are developed as per project objectives.
- Communication goals are identified
- Staff is given Instructions
- Project team is guided by standards rules and procedures
- Performance feedback give to motivate team members
- Seek participate from members to socialize
Goals of upward communication include (Lunenburg, 2010)
- Problem solving
- Performance reporting.
- Financial and accounting system management.
- Horizontal coordination
- Interdepartmental coordination.
- Staffing
Lateral Communication goals include (Lunenburg, 2010)
- Coordinate between different departments to solve problems
- Giving advice to department heads for staffing.
Stakeholders of the organization include:
- Project Manager
- Developer
- Researcher
- Employees
- Sponsor
- Students
Different kinds of information is shared between people that include –
- Project Manager: Project manager defines goals and milestones, communicates the same to project team, conduct feedback meetings and supervise completion of project deliverables.
- Employees:Design manager works with designer and client to track project progress. Software manager works with developer and client to track project progress. While other Staff would take feedback from partners, customers, project team, and testers and share the same with developers.
- Student: Students provides the final feedback on development project
Frequency of the exchange of information–
- Everyday coordination
- Weekly reporting
- Fortnightly sales review meetings
Location of meetings: All the internal meetings would be carried out inside office but external meetings with customers or vendors with sales team can happen outside.
Purpose of communication – The purpose is to get feedback from client on time such that improvements can be made in project quality accordingly.
Mechanism – Calls and meetings would be used for exchange of information between team members
Change management – For managing change, Agile methodology would be used which would involve taking of feedback and making changes in subsequent iterations such that each iteration is treated as a sub-project (Szalvay, 2004)
Meeting agenda – A project management application would be used for storing the project progress information and the feedbacks received on project (Ernø-Kjølhede, 2000)
