Background
The bowel cancer is one of the most common forms of cancer that occurs when growth and the colon cells or the rectum cells occurs at an abnormal rate. According to the report of Richardson et al., (2016), the bowel can is the second highest cause of death among the population of the New Zealand. There are seven distrusts of reigns of New Zealand that has the record of highest number of bowel cancer patients. The district of South Canterbury has the highest records of bowel can patients with the total number of patients recoded to be of 113 per 100,000 people in the period of 2009 to 2013. There are approximately 3000 new cases of bowel cancer on average every year in all the regions of New Zealand and it is also the cause of 1200 deaths every year (Catchpole et al., 2015).
In the context of the given background, it is important for the health department of the government of New Zealand to establish policies that are aimed to improve the condition the health status of the population. The underlying objective was to develop and introduce a program that was effective, acceptable to all, safe, equitable and economically efficient. The main purpose of this report is to evaluate the policy of the Waitemata District Health Board to manage and reduce the occurrence of the bowel cancer and also aim to incorporate the policy related to the Bowel Screening Program (BSP). The strategy approaches, impact of the organization and also the staff management program is also discussed in this report with respect with respect of the Waitemata District Health Board. The staff management program along with the strategic direction of the health board is also decided with the help of the Waitemata District Health Board and the impact of the organization in the management of the bowel cancer among the population of the district.
In most of the cases, the bowel cancer can begin from the formation of the benign and the growth of innocent structure called polyps that grow on the walls of the bowel. The growth of these polyps is common among older people and most of these polyps not precancerous. However, one type of polyp which is called adenoma can be cancerous, if they are left undetected and can cause multiple forms of tumors. This tumor can grow in the wall if bowel. They can also travel in the bloodstream and may cause the spreading of cancer cells in other parts of the body. This is the cause of most of the deadly effects that are caused due to the cancer cells. These ploys are thus mainly responsible for the cause of the bowel cancer that can cause the growth of the tumorous cells in other parts of the digestive system.
According to Elwood et al., (2016), the increase age of the people are also one of the major cause of the bowel cancer as nearly 90% of the people of New Zealand suffering from bowel cancer are above the age of 50 years. The medical history of the family is also one of the major reasons for the cause of the bowel cancer. With the cost of the BSP going higher and also due to lack of awareness, people are not able to have advanced care of the in the medical care unit that is needed for the medical check-up of this disease. The population of the district also faced major issues while assessing the health service that is related to one of the most effective ways to deal with the complications of the diseases related to the bowel cancer. The district of Waitemata also lacks the facility that is related to the effective ways of dealing with the treatment of bowel cancer disease and the people also lacks the ability to have an effective ways of cancer treatment. There is also the risk that s related with the diagnosis of the disease as in most occasions people failed to properly diagnose the diseases.
Hence, in order to improve the health service facility of the Waitemata district and minimize the effects of bowel cancer with the help of effective the bowel cancer treatment policies is needed in the region to improve the quality of life of the local people. The name of the new policy that is implemented by the Health District Board of Waitemata is called the Pilot Bowel Screening Program that has aimed to deal with the adverse conditions of the bowel cancer among the people.
The Waitemata district health Board of New Zealand is considered to be one of the reputed Health Organisation of the country which has been able to deliver quality health service and resolve major health issues related to what condition of the population. According to Mittal et al., (2014), within the last 5 years the per capita age of Waitemata district has been raised to 3 years due to the high quality health service that are provided by the health authority.
Connor et al., (2016), believe that proper resource management of the district health board has been one of the major causes of the success in recent past. Managing the health resource that are available in the modern days is one of the challenging activities as in most occasions all the people are not able to get the benefit of the latest medical treatment techniques. In the recent times it is seen that 90% of the people suffering from bowel cancer has been able to get treatment in the primary stage which help them to get cure properly (Seneviratne et al., 2015). Proper interaction with the clients of district health board along with providing quality health service related to bowel cancer has been one of the major impacts of the health organisation which has a been able to deal with most of the bowel cancer patient in the recent past years. There is also stick policy within the Healthcare organisation to ensure that proper timely awareness campaign is being done in regular intervals in order to ensure that most of the people get properly informed about the symptoms and causes of the disease and thereby able to prevent the cause of the disease by changing the lifestyle and other activities which can had them to deal with the cause of tumour cells growth within the digestive system.
The Waitemata has district brought has taken several initiatives in order to ensure that the policy related to bowel cancer has maximum utilisation and is able to minimise the risk and total deaths involved with the bowel cancer. The response that has been shown by the Waitemata district health board has resulted in proper implementation of the policies related to health care in bowel cancer.
This is the primary response that is initiated by the Waitemata district health board which has helped them to work in coordination with the latest health policy is to employ skilled workers and physicians who have the capacity to deal with all the challenges related to bowel cancer and also reduce the screening quality and diagnosis. The experience of the health workers is one of the major impacts of the policy which has helped them to deal with early detection system of bowel cancer and also ensure that the treatment which is being provided individual patient is done after proper evaluation and assessment of their present clinical conditions Martini et al., (2014). It has been seen in the past that most of the Healthcare workers are not able to deal with early detection system of the cancer and hence most of the patients reached a critical stage where chance of recovery is minimum.

According to the policy, the organization now have to pursue FOBT (High-sensitivity fecal occult blood tests), stool DNA tests, sigmoidoscopy, virtual colonoscopy and standard or optical colonoscopy. Therefore, immediately the organization should evaluate the condition of the existing machines and tools for accomplishing the aforementioned methods. Therefore, based on the evaluation, the organizational authority should invest money after discussing it with the shareholding team.
The proposed strategies above are indicative of the fact that a strong resistance may come from the employees’ side. Therefore, considering the need to stop resistance from the employees’ side, it would be appropriate to organize face-to-face meeting with the existing professionals and encourage them to share their individual views regarding the concern (Goetsch & Davis, 2014). In this context, it can be said that in order to stop resistance as well as to sustain the enthusiasm of the existing professionals, the authority of the organization should consider providing incentives or other facilities. In this case, the authority should keep in mind the fact that incentives should use for engaging the existing professionals into the training.
The above mentioned strategies are indicative of the fact that there is the need for employee training and recruitment of experienced professionals. Understandably, resistance from the existing employees will come. At the same time, it is also a possibility that the strategy of recruiting more experienced professionals would demotivate the current professionals, which would directly harm on their performance quality. Therefore, along with implementing the considered policy, a convenient staff performance management plan would be also required. The following can be anticipated as most possible impact of the policy on the employees –
- They would adopt it and give their consent to the organization for proceeding with the policies and aforementioned strategies or
- The employees would resist and would decrease the level of their performance quality (Mukerjee, 2013).
However, it should be kept in mind at the same time that, if the policy and strategies will be implemented, the employees’ will acquire the ability as well as experience in making early detection to bowel cancer and therefore can possibly prevent the harmful consequence of it. Therefore in order to manage their quality as well as their resistance, the following steps would be essential –
- Organize meeting with the employees
- Discuss the agenda behind adopting the considered policy (Melnyk et al., 2014)
- Ensure that each of them have understood the significance of the policy
- Individual feedback should be taken

With the help of the staff management practice, it is possible to deal with all the issues related to lack of skills among the workers. It is the duty of the district healthcare board to motivate the workers, which will help them to motivate and thereby improve upon their performance. The proper methods of strategy implementation of the district health board have enabled them to deal with the issues lack of healthcare workers and also upon their skills.
Following are the recommendations that can be useful for the Waitemata district health board:
- Initiate the program of awareness among the local people, which will help to provide necessary information about the bowel cancer and also suggest the people about the changed lifestyle that needs to be implemented.
- Increase the efficiency of the Bowel Screening Program by implementation of the proper diagnostic tools of cancer.
- Increase the total number of healthcare workers in the department of oncology and also provide regular trainings about the use of the latest treatment techniques that is needed.
- Collect statistical data from the district, which will help in the process of policy implementation process.
