The ethical analysis that is attached to the issue
The government, specifically the planning department that is found within the municipality decided to bring this issue on board with an intention of addressing quite a number of parameters within the surrounding community. The organization has gained popularity over a wide range of population where it has been recognized for dealing with various issues within the society most so the ones that affect most of the individuals together with several other organizations in their daily operations. For quite a long time now, it has been dealing with issues along the line of parcel allocation that is always conducted by a group of well trained and experienced personnel who have got a vast knowledge in a wide category of fields that ranges from the engineering field to the management field. The allocation of new types of parcels is one of the important procedures that is intended to carry out quite a number of objectives with its main objective being an appropriate allocation of different types of new parcels by carrying out a thorough evaluation of various suggested locations through an adequate application of the relevant allocation criteria. It is an issue that has gained popularity over the past due to different positive outcomes that it has been able to attain in real time (Fayyazi and Aslani 2015). This issues are known to have involved people of all sorts who originate from different backgrounds where some of them are also known to have a different, it portrays quite a number of issues that are carried out under certain circumstances with most of the operations revolving around ethical issues within the organizations together with the individuals involved in it (Carter, Ellram and Ready 2012). mindset pertaining the entire allocation process, On the other hand, it is a process that is governed by different rules and regulations that were brought into consideration specifically with an intention of bringing different issues in order (?ierna 2015). This could only be achieved by bringing on board an important body consisting of various professionals like the civil engineers who are well versed with different issues associated with new parcels with the capability of applying various allocation procedures in order to meet some of the targeted objectives in real time and in an appropriate manner (Khalid et al. 2015). Different personalities and institutions are known to have been showing a lot of interest when it comes to the allocation process since it is a procedure that is equipped with a lot of positive outcomes where most of them tend to be friendly to the surrounding environment. On the other hand, the subsequent development of allocation procedures within the planning department is a procedure that has been slowly scaling up over the past with various individuals and organizations coming on board equipped with quite a number of ideas that are geared towards bringing a positive outcome (Dežmar-Krainz 2015). The stakeholders, on the other hand, have been able to play a crucial role as far as this issue is concerned, they have been able to offer strong support whenever there is the need to do so (Mort, et al). The government is one of the key stakeholders involved in the entire process where it has been able to carry out quite a number of issues to ensure that most of the future goals are attained in real time (Carey, Shaw and Shiu 2008). On the other hand, the allocation committee is also another key stakeholder that has been able to prove beyond any reasonable doubt that they are capable of delivering different services associated with allocation procedures.
Management analysis that is associated with the issue
As far as the issue appears to be important under various conditions, it is also ethically problematic due to quite a number of issues that were able to be experienced under various circumstances (Ahmad, Hamid and Hamzah 2015). The temple was among the new parcels that needed to be allocated by following appropriate allocation procedures through the help of relevant civil engineers who are well equipped with various issues dealing with the allocation process, however, this was not as expected (Remišová, Lašáková and Kirchmayer 2016). In as much as it did not meet the allocation criteria that were set under the appropriate rules and regulations, the allocation committee went ahead to accept it thereby going against the rules of ethics which was as a result of the influence that originated from the higher position. According to consequentialist theory, it has the capability of providing a judgment as to whether the entire situation is right or wrong depending on the circumstances. The decision made by the allocation committee by accepting the allocation process that did not meet the required allocation criteria, they are likely to face quite a number of consequences with the major one entailing a condition of being blamed and held responsible by various organizations and stakeholders who are against issues that are unethical (Bell and Bryman 2007). One of the major types of consequentialism that is known as hedonism strongly supports this condition by perfectly showing that it is ‘good’ under an argument that totally avoids any condition that is related to pain. On the other hand, when dealing with the non-consequentialist theory, it always reaches a number of decisions on the basis of a particular issue. It brings on board issues pertaining virtue ethics that clearly explains some of the characters who were involved in the entire situation, it, therefore, recognizes the higher position in government to be very unethical when it comes to making decisions and following appropriate rules and regulations.
Upon realization of this situation, the management of the entire organization clearly came off the board with a series of strategies that were meant to address this issue and eradicate conditions that are associated with unethical behaviors. One of the first steps that were taken into account by the management team as far as the issue is concerned was to call upon different who were involved in the situation and are known to be serving in the senior government position together with the allocation committee, after that, they were informed of the consequences that are likely to emerge by not following the exact rules and regulations that were enforced as a result of the allocation of various parcels. After that, they were taken to the court of law that was given the mandate to determine whether they were guilty or not. Actually, the main reason as to why the management decided to take this action is because is because the government discourages any form of unethical behaviors or even corruption where the law clearly states that anyone involved in such like scenarios is to be subjected to the court of law. On the other hand, the management is also planning to discourage this issue from occurring in the near future by coming up with strict rules and regulations where an official of the organization who is involved in such a situation is to be terminated immediately from his position even without providing him or her with a prior notice. Another step that the management decided to bring on board. The management team also decided to bring on board an ethics and anticorruption team who are well versed with carrying out an analysis regarding each and every that entails any form of unethical issues. Their main aim was to deeply analyze the situation in order to pinpoint those parties that were either directly or indirectly involved in the whole scenario that was against the rules and regulations that were set at the initial stage. After conducting the analysis, they were to present appropriate documentations to the management team who were then to decide the next course of action to deal with the situation and even minimize as much as possible any form of its occurrence in the coming future.This aims towards maintaining ethics to the highest standard at all time. On the other hand, the management decided to take action of creating awareness across each and every individual within the organization pertaining some of the effects that are brought about by unethical behaviors. They were trained in how to avoid encountering any condition that might lead them towards any form of unethical behavior within the organization.
Recommendations for resolving the organisational issue
As far as the above unethical issues are concerned, the entire organization needs to come clear on the issue and be ready to accept that there is a problem before taking any step (Kivunja 2015). There is the need for the organization to come up with strict regulations that will be able to govern most of the operations most so when it comes to allocation of various parcels through the use of the right procedures from the beginning up to the end. Additionally, the organization should also be able to set up a specific sector that is reliable and responsible for issues dealing with ethics, this will allow them to come up with some appropriate conclusion regarding such situations by making appropriate decisions that are that will not affect any part of the organization (Shaw and Barry 2015). On the other hand, the management should fully engage the stakeholders for them to have a chance of overseeing various scenarios and be able to make appropriate decisions at an early stage before any problem moves to an advanced stage. Additionally, the government should also be involved fully in order to attain most of the objectives of the organization (Milne 2009). It should be highlighted on the roles that it should play by creating awareness to its senior officials who are known to be involved in various activities that are attached to the organization itself. Finally, the allocation committee should not be given all the powers to accept each and every decision that is made by the organization instead, a special body should also be made to ensure that there is an appropriate evaluation of various issues that have been approved by the allocation committee and in case there is anything that is not in accordance with the rules and regulations, then a special meeting is to be called to engage each and every member by giving them an equal opportunity to present their opinions. All the above mentioned will help to come up with an appropriate and reliable outcome towards meeting each and every goal that has been set aside for future progress in the entire sector (Markman and Krause 2016). There is the need to strategize and make good use of modern forms of technology that will be able to increase the efficiency and accuracy in the entire allocation process thus coming up with the desired outcome. Once these forms of technology are clearly presented on board, they should be well equipped with a specific password that is only accessible by the administrator who is in charge of each and every crucial activity that is carried out in the entire allocation process. This will totally minimize the occurrence of any influence that is likely to emerge either from a higher position of from any other position that might totally lead to the manipulation of different activities taking place within the allocation process. Additionally, there should be the employment of a special task force that is in charge of various procedures by ensuring that appropriate rules and regulations are followed in a reasonable manner, this task force too should be able to oversee various processes and come up with reasonable recommendations geared towards bringing development activities within the organization and even be able to meet different demands that have been placed on board within a particular set of time. Engineers from different fields should also be placed on board since they have the capability of presenting essential information during ay process of decision making, their recommendations will be able to determine whether a particular decision is capable of bringing either a positive outcome or a negative outcome depending on the situation at hand thus minimizing as much as possible any form of influential parameters that might occur either internally or externally.
