Background
This is a policy written by an organization or an association advocating for the best possible opportunities as far as health care is concerned, Abdulmalik, Fadahunsi and Kola, et al. (7). It is not similar to any other public policy. This organization works to ensure that funds related to health care are protected and also making sure there are no health disparities. They can also involve themselves in food safety, good nutrition, and environmental change together with other climatic change, disease control, and things like international health. Public health can be discussed in many categories but without the people with expertise on health being involved then it would be a waste of time implementing these decisions. The community chosen is the American public health association as our organization. One of the problems affecting this area is mental health problems. This directly affects the people of America.
The organization selected is the ALPHA. This organization has members from all areas of public health hence fully equipped. Betancourt, Frounfelker and Mishra, et al. (475-482). This member’s work in and outside the government organizations. The main issue in this family is the issues affecting personal and environment health, the funding by state to health programs and the things that can make a citizen in America live a healthy life forever. It works to make sure that there is health equity and care all over. It makes sure there is support for the public health infrastructure. The main issue to take into consideration is the mental health. There is a high percentage of people suffering from mental illness in this society. Durbin, Durbin and Hensel, et al. (127-139). There are many causes related to this which the main is the excessive use of drugs in the area. Due to this, it is a major issue affecting this region.
According to these organization, there must be changes in how the government does things in the health sector. The rate at which mental illness is growing is increasing consecutively as years goes on. The government should change some of their strategies in dealing with this health problem.
Wherever there is a change in culture towards a certain subject there are challenges which follow. Glisson, Williams and Green et al. (32-42). This culture is the way of doing things. This means that a culture is a practice that is well known by everyone hence sticks in everyone’s mind. When there is a slight change a lot of challenges must follow. Giving an example people addicted to drugs will find it very hard to adapt to the new changes. The government may be willing at a very great extent to help them but the people themselves may fail to avail themselves so that they can be helped in the ways possible. When an organization such as ALPHA sends people to advise the people on drugs on the negative effects of drugs the people will listen but change will be minimal or no change at all since getting out of one’s culture is very hard.
Challenges Due To Change In Culture
Change is inevitable to matter what. It occurs around everybody for that matter. (Minoletti, Galea and Susser, et al. (13). People behavior keeps on changing time to time. When people’s behavior change this means their lifestyle also changes. They will try to adapt to new methods of eating and have even more reasons to get depression hence a very negative effect on the health care sector. Talking about the mental illness, one of its cause is stress. When there is a given change and the surrounding people adapt to the change and one individual fail to adapt to these change then there is tension which is always created. This tension will lead to many thoughts into the person mind making him or her think a lot of how he or she will have to be at the same levels as others leading to stress. Stress is a major issue which can lead to mental illness in this area according to APHA.
The government may also be unable to change its culture even after a proposal from a policy of advocacy. The organization can come up with ways on which a certain cause of mental illness can be eliminated in the American society and which can be an effective one. When it comes to the implementation by the government it becomes an issue since the government follows a certain procedure which is always very hard to change since there are some protocols to be followed. This becomes a very big challenge because any proposal cannot be passed without the government being involved.
The key characteristics of workforce diversity are race, gender, ethnicity education, background, personality and also religion. When a certain policy embraces diversity it becomes more stable. However, workforce diversity can bring issues and challenges.
Communication barrier can be one of the major challenges coming from the workforce diversity. When the organization hires employee from different cultures to promote diversity, the people first language may not be English compared to others. This will create a language barrier in the organization meaning communication will be difficult. When a leader gives instruction about a certain task force to be complicated, the employees may not do the same job in the same way due to lack of clarity from the leader who gave instructions in a certain language. Sometimes it can be good to employ people with the same language understanding to reduce communications barriers.
Another challenge which is caused by workforce diversity is the opposition to change. This means that due to diversity some employees will resist a change in the organization making the working environment more difficult. People of different religions in the same organization may not accept a certain change due to their different perceptions. People of different ages will have a different view towards an organization using technology hence can bring conflicts. The organization should handle opposition in a good manner so that it may benefit from the change. The organization before applying diversity should clearly explain its benefits to the members to avoid any difficulties.
Challenges Due To Workforce Diversity
Diversity may seem to be a good idea but when it comes to the implementation of some of the proposed issues it brings a challenge. The main cause for this I due to different levels of education and different backgrounds according to expertise. People of different education levels will have different ways of reasoning about a particular issue. Those with different background of expertise will argue differently. If the main reason of diversity is not known by the members, conflicts can arise and implementation of some important issues cannot go through smoothly. Workplace diversity can bring managing diversity. This means that a certain problem is solved in to be a solved by a certain way is solved by a different method. This problem is evident when new employees from different background interact with employees in the job for a long period. To solve these managers are given some training to help them deal with this.
International staffing is a process of providing staff for subsidiaries in various areas. Pinals, D.A and Appelbaum, et al. (195-198). This organization makes sure it employs expatriates if needed and also local people in the areas where it is situated. This can be deciding of mixing local employees and the other experts. The major factor affecting international staffing in this organization is the cost. The cost of running an expatriate in another country is too high and when they are many the total cost has an effect on the financial status of the organization. In order for an organization to meets these needs, it outsources various functions. There are various types of international staffs, they include expatriates, a host-country national and a third-country national. An expatriate is an organization worker who is not a citizen of the plant of the organization.
APHA is a multinational corporation since they are able to control services outside the American country through globalization. Larkin, Felitti and Anda et al. (1-13). Ethics, on the other hand, are rules that govern the organization.
One of the ethical issues is the culture. When this organization opens a plant in another area, the area has its way of doing this different from another place. These cultures include no use of a certain type of land hence setting up the plant becomes a very big challenge. The services that this organization gives may be rejected hence becoming none productive. The organization will have a greater challenge equipping these people with another culture hence it will be all in vain.
An organization in a foreign country can be perplexed by the laws of a given country. This organization can plan on how to go to a certain country to preach the negative effects of certain drugs. When they arrive at one of the countries they find that the law gives permission of the people to use such drugs hence will be a very big issue to convince them. When such situations occur there are fewer options which are either too close the organization or adapt to the new changes in law.
Implementation
There is mistreat and exploitation of the host countries. Most of these organizations like APHA are in developed countries hence builds a plant in a developing country and starts taking advantage and exploiting the countries resources.
One of the objectives is to reduce mental health problems in America. (Semrau, Evans-Lacko and Alem et al. ( 79). There is an increase in mental health problems in this area and unless dealt with there will be more. This policy advises the government to build more health centers where this patient can be treated at any given time. When these centers are built there will be employment of qualified nurses who have the capability of dealing with people suffering from mental health. The health centers should be equipped with all the necessary drugs required.
Another objective is to make changes in the Government Issue concerning care towards the patients. Shah and Heisler, Davis et al. (17). Some people are not well considered due to the rules of some public policies hence should be amended. The purpose of this policy of advocacy is to change this public policy and modify it so that the people under this category can be considered more. The money allocated to the care of people with mental illness should be increased so that they can be well taken care of.
The importance of this policy will be discussed according to the promotion framework. According to WHO it is defined as the process of people having control and improving their health. Tannahill describes it as process of improving health and reducing risk of ill health.
One of the importance of this policy is to make sure there is a change in behavior, educational and medical approach towards mental health. Wilkerson, Benjamin, Hubbard et al. (513-516). In terms of behavior, the people in focus here are the patients. The causes of mental health can be due to a certain behavior like use of drugs. Therefore is a person changes the behavior there is an improvement in the health issues. Education is always practiced but there should be a new approach in order to influence many people. Old ways should be eliminated or modified. The medical approach on how nurses care about this people should also be modified. The nurses should be highly qualified and experienced towards mental health. The way of preventions should change in order to reduce this issue.
This policy will also help in promoting social change in the community. The policy will help in educating the patients involved on the better way of living from other ties hence increasing their long-span of living by reducing their risk of getting ill.
Focusing on the health belief model which is health behavior change model to explain health-related behaviors. Slade, Amering and Farkas et al. (12-20). It explains that people belief against a particular health problem can reduce the actions towards solving the problem. This policy ensures that these beliefs are health with hence making health care effective. To make this policy effective, it should be delivered to the community through family, groups, and workplace as examples.
International Staffing Practises
The government is the one responsible for the implementations of the proposal in the policy of advocacy hence some changes should be made.
The government should not pass any policy of advocacy which has not been well revised, Bockting, Miner, Swinburne Romine et al. (943-951). Before a policy is passed it should be reviewed by the health professionals who are responsible for any changes since they are well experienced and skilled.
The government should work hand in hand with organizations such as APHA to provide good health services. When a government associates itself with such organizations its able to get advise on how to deal with health issues in America.
There should be more health centers built by the American government on mental health. There are many health centers in America but few are the ones that concentrate with issues on mental health. From this the government should increase them and build more facilities and introduce more treatments to deal with this illness.
Professional and experienced health workers should be employed to deal with mental health issues. Lack of well-educated and experienced nurses can bring irregularities in medication as an example. Some nurses are not compassionate well enough to deal with mental patients. The government in America is the one responsible for employment hence should solve this out.
Conclusion
In conclusion, policy of advocacy in very important in any country hence should be considered. The government are major determinant in health issues hence every policy made should be implemented directly to make sure health issues are dealt with.
