The Municipality of Boston is identified as one of the conflict affected area in the province of Davao Oriental. This municipality was badly devastated by the Super Typhoon Bopha. Barangay Sibahay is situated along the National
Highway connecting the Municipality of Cateel and Boston and fronting the Pacific Ocean. Last December 4, 2012 typhoon Pablo left the barangay a picture total devastation, almost all houses and the crops – coconut trees, fruit trees, banana, abaca and other commercial trees and cash crops are damaged.
Fishermen’s boat and other fishing gears are also destroyed.
Today, barangay has a population of 1,407 with the total household of 394 and is picture of injured and fallen soldier trying to recover and finish the war and win against poverty and devastation of typhoon Pablo. Majority of the farmer households are all engaged in backyard vegetable production. Some farmers are to plant permanent crops like coconut, cacao and banana other than cash crops like cassava, peanut, mongo and corn.
During the Barangay consultation, majority of the barangay residents present voted to engage in upland rice production.
Majority of the residents are previously engaged in this livelihood activity, specifically during the time when their coconut and banana were still small to cover the area. High demand for upland organic rice products in the market today is one of the reasons they consider.
Upland Rice Production is one of the basic sources of livelihood of the local people, especially the Indigenous People in the community, however it needs improvement on technology and production support.
This project proposal will contribute to the attainment of lasting peace and development of the Barangay since it will reduce poverty and vulnerability to agitation and propaganda. Likewise, the project will also improve local governance and empower the community that will strengthen their capacities to address issues of conflict and peace.
Objectives
The project will ultimately:
1. Help reduce poverty, malnutrition and unemployment problems in the locality;
2. Increase upland rice production and increase income of individual household of the said barangay;
3. To developed sustainable
institutional collaboration and support in the planning and implementation of community – based seed system for traditional upland rice varieties.
4. Upland rice production also make use of the extra time of every individual into a productive one instead going to drinking sessions, gambling, taking illegal drugs, etc.
Success Indicators
1. Increased production of Upland rice.
2. Increased income of individual household.
3. Accelerate the adaptation and integration of Upland rice Production into the farming systems of participating upland farming technologies.
4. Beneficiaries
The beneficiaries of the project are the members of the Sibahay Farmers’ Cooperative (SIFACO). Fifty (50) household farmer members will first benefit from the project; the succeeding upland rice production activities will include the remaining interested household farmer members.
Activities
The following are the activities during the project implementation: 1. Seminar on Upland rice production;
2. Individual farmer land preparation of one hectare each;
3. Distribution of seeds, herbicide, fertilizer, insecticide, sprayer, and farm tools, etc.; 4. SIFACO to conduct continuous training especially on organic farming technology, care and maintenance, disease control using the indigenous materials that are produced in the locality. 5. Strengthen SIFACO and the Women Organization in the barangay to engage in the processing and marketing of their produce, find institutional buyers for possible marketing contract; 6. Continue the monitoring and evaluation, reporting, and planning activities with the DA, LGU counterparts.
Project Deliverables
The project is planned to last while permanent crops are still small to cover the area. Ultimately, the target areas will be planted to permanent crops like cacao, coffee, rubber or coconut depending on the recommendation of the local government as a result of their soil analysis, temperature and land topography, and market study. The project will definitely increase staple food production – rice, and increase each household’s income and ultimately improve each household farmer‘s living condition. 7
Implementation Arrangement
1. The Local Government Unit( LGU), in coordination with the DA- LGU and the SIFACO, will do the procurement activities. 2. The household farmer beneficiaries will do the land preparation activities. 3. The DA and DAR will conduct necessary trainings and seminars. 4. The SIFACO will manage the project, formulate policies, systems and procedures that ensure the sustainability of the project, and make and submit progress reports. 5. The DA, and LGU, in coordination with SIFACO, will do the monitoring and evaluation, assessment and planning session to further improve the project.
Implementation Schedule
Training/seminars/orientations will be done in the month of October and November while the LGU is procuring farm inputs and other materials for turn-over at the barangay level in the month of December 2013. Land preparation will be done by group or individual beneficiary in the month of October and November.
Project Cost Details
The LGU fund of P300,000.00 will be used to :
1. Conduct training/seminars/orientations for the said project, including the turn-over and MOA signing; 2. Procure farm inputs/ materials like certified seeds, organic fertilizers, insecticides, sprayers, farm tools, etc.; 3. Conduct of monitoring and evaluation.
The SIFACO or the individual household farmer beneficiary’s counterpart will be the labor for the land preparation, planting, maintenance, harvesting and other succeeding needs of the project.
Gender Equality
The project will definite involve women who are always in the home most of
the time. Hand-in-hand with her household members, the wife is the one taking charge of household chores, preparation of food. Women are engaged in this project during planting and harvesting activities. It will also be the Women’s Organization who is tasked to engage in the processing and marketing of the said product.
Risk Assessment and Risk Management Strategy
Poor management, lack of technological knowhow, lack of capital, infestation and diseases, are some of the factors that may hamper the success of the project. These will be mitigated through the continuous conduct of training/seminars, continued support from the DAR, Land Bank, LGU and DA technicians, and regular assessment and planning with the concerned agencies like DAR.
Sustainability / Phase-out Strategies
One of the identified strategies of the SIFACO is for a household farmer beneficiary to replace one (1) bag of Upland Rice Seeds to the association for re-allocation to other interested members, and support to other activities of the association.
Giving recognition and awards to outstanding household farmers will also be done to make sure that good practices are shared, learned, eventually practiced by other farmers.
Monthly meeting of SIFACO Officers and Members shall be conducted to thresh-out issues and concerns of the organization.
A Monitoring Team from SIFACO shall be established that will submit monthly reports/updates to DAR-XI.
