Energy Australia is an Australian based company located in Melbourne. We offer electricity supplies to the citizens of Australia and even industries that use energy power for production. Our primary goal is to sustain the citizens and users of energy Australia with sufficient force to attain their goals.
Energy Australia has raised concerns to add some facilities within the company that will boost the operations of the company. In line with this document, successful tenders are requested to choose on one bid and form a copy of the proposal to accept the bid. NOTE that each tender will be awarded to at least one construction company.
3.1 Tender number T/0014/2018- Construction of modern houses for executive members of the company.
3.2 Tender number T/0015/2018- Construction of structured office buildings within the company.
3.3 Tender number T/0016/2018- construction of perimeter wall.
3.4 Tender number T/0017/2018- extension for the room for power generating plant and machines.
The company is looking forward to potential construction company to offer the above construction resources. The entire construction work should last for at least 3 years or less.

The successful tenderer should take into account the following specific requirements to be accepted to engage in the contract;
The successful tenderer should be a construction based company in Australia and registered with the board of constructions limited group of companies. It should also be listed in the Singapore security exchange which will be an added advantage as it will help the energy Australia Company to determine the liquidity and performance of the construction company. The construction company must provide certified proofs of previous construction records/recommendations the company has undertaken for credibility purposes.
Requirements for Bidders
Successful tenderer must express concerns and interest in engaging in the contract to construct premises in section 3.0 subsection 3.1-3.4 within the required timelines. The tenderer must submit proposals before the closing date and late submissions will not be accepted. Guidelines on tender application should be well applied in the application of the tenders. The company’s management will work with the contractee to ensure all process and allocations are dealt with accordingly. Special concerns should also be addressed in the application.
The tenderer should follow the six procedures outlined below and abide by the regulations;
The successful tenderer should plan effectively the construction process from plan drawing to finishing. Planning is fundamental in all aspects of profession and should be undertaken with due responsibility. Planning should encompass budgeting that will entail the resources that will be provided by contractee and those the contractor will provide to bring the construction processes to a successful end.
Successful tenderer should note that contract initiation will only start after planning is documented. The contractee will therefore provide the contractor with package to ensure that all enlisted in the package are valid and will be accomplished in the construction process. NOTE the package must be signed by all parties to the contract.
In this section, adjustments to the package will be considered and faults realized corrected as per the wish and expectation of the contractee.
The package will be evaluated by the contractor that will offer the services of construction at a much affordable price and rates with the available resources. Evaluations will be fair assessed and negotiations by parties to the contract will speed up the evaluation process.
Awarding of contract will be based on the best evaluated construction company. Therefore, all participating tenderers should observe construction ethics to earn higher points and to be considered. Awarding of contract will be done in an open environment where all parties engaged in the procedures will be present to witness the awarding of the contract (Hardwick et al., 2018). The awarding document will prove the contract as valid and legal as per the company’s regulations in contractual relations and must be approved by the contracting officer.
Contracting officer should initiate the construction process by marking the landmarks for the proposed construction sites. Any changes to the contract must be done in the presence of all dignitaries and ascertained as valid and justifiable.
Successful tenderer must formulate proper financing capabilities to facilitate the completion of the process. The tenderer’s financing capabilities should outline the suppliers of the resources to be used in the construction site. Financing should be done in three phases in the construction process; initial phase, development stage and completion stage.
Financing Capabilities and Construction Procedures
The contractee will finance for all resources needed at the site. Initial stage is rated when 40% of the total contract price is exhausted. We understand the start-up cost is usually higher and therefore it’s at this stage that all resources to be used are listed down and the listings be tabled at the secretariat of the energy Australia company.
At this stage, 30% of the total contract price should be disbursed. It will enable the company to have completed at least 60% of the entire construction process and the contractor should ensure all processes are undertaken procedurally and successfully. Minimal errors should be avoided.
Finishing activities will be expected at this stage. The remaining 30% of the contract price will finally be disbursed to facilitate completion (Hanak et al., 2018). The process is expected to take 3 years for its purposeful completion. Expected tenderer should ensure the resources provided by the contractee are in good condition and to be returned to the company store immediately the construction process is terminated.
Working hours are from Monday to Friday from 0700hours to 1800hours. The expected tenderer must be willing to work within the timelines indicated for termination of construction process. Keynote should be observed in reporting time, the security personnel’s of the company cannot allow unauthorized persons within the company’s premises pastor before the time indicated
Construction entails numerous processes to be undertaken by the contractor. The company expects the successful tenderer to observe the following contract process;
The successful tenderer should know clearing is mandatory before construction process is initiated. Therefore, he should dedicate a team to clear the land.
The base of company’s facilities should be as strong as possible to support the buildings in the near future.
The pillars too, should be as strong as the foundation. The expected tenderer should observe ethical construction policies in erecting pillars. Proper designs as circular or square should be effected in the appropriate purposes
The floor of the company’s facilities should be leveled and drainage system should be controlled by the topography of the flooring.
Plastering is necessary to give a positive outlook of the walls. Plastering should be effected in all walls where concrete was used and rubbing of rough surfaces.
The expected tenderer should ensure the painting of the facilities portray the company’s logo and flag. It’s mainly considered a mixture of green and white.

The construction resources to be purchased by the contractee will be bought at their marked prices inclusive of customs duty tax. Suppose there are changes in the amount of the commodities, the contractee is expected to comply with the changes of forces of market demand. Government regulations require that every citizen f the country be paying taxes. Therefore the salaries/rewards of the employees are subject to a charge based on rates effected on 1st January 2018. Thus, the expected tenderer must have a bank account with any of the banks within Australian borders to facilitate efficient payments. Successful bidders must show interests in the rates suggested and proposed by the company’s board towards remuneration of the entire construction process (Mascaraque-Ramírez et al., 2018).

The successful tenderer should be aware that the rates are subject to change due to change in external demand forces.
Substitutions are allowed in the contract. In case of any changes to be made, procedural setup should be abided to. The contracting officer must approve the changes and certify them with the contractee to be affected. Reasons for the adjustments should be outlined and proper dimension for changes to be affected. Note the changes should not change the structure of the contract.
Level of quality in any construction process matters a lot. The successful tender should steer towards eliminating the errors that may arise in the construction procedure. The team should be well conversant with measurement tools that will be provided by the contractee in construction process.
The successful tenderer should submit an updated information system that will back up information generated regarding the construction work. The system should be well updated with current constructional trends and policies in order to produce the best.
In every contractual relation, provisions for disputes resolutions should be structured to foresee the future of the contract. Therefore, in case of any disputes, legal teams to the parties of the agreement will negotiate on our behalf and find a lasting solution to the problem till the completion of the construction process.
