It is generally impossible to relate response times with speed because different sites react to things differently. Inputs are also random and different lengths or some are more difficult than others so the response times will vary. A 1.5 second response time in itself seems very quick unless the project is smashing moles in an arcade game. Computers think of things in different time frames and process different as well. A short response time could mean a site is cached and therefore not giving an accurate response time. I would be weary of short response times.

Ease of user configuration is always fundamentally one of the top concerns because no one wants a hard, lengthy, or technical setup. Setting up an electronic asset should be a step-by-step process that is easily followed and allows for errors that are simple to explain. If a user must go to the Internet to get instructions then ease of use was not accomplished.
Smooth and fast broadband connection is what everyone dreams of bu realistically is adequate at best. Even if one is guaranteed a specific speed from a provider, that speed is shared among many other users and therefore dilutes the speed. Different companies offer different speeds and reliability but most will say it is “up to” a certain speed not a guaranteed speed.
