Policy Design, Implementation And Program Evaluation A major reason for policy failure is poor policy design. There has to be a clear understanding of what the problem is and how to direct funds at that particular problem. Misunderstanding of the problem results in inappropriate policies and funding being directed in the wrong area. Simple agenda setting is not enough. There has to be a systematic analysis and program design to make sure that funding is going in the right areas. Because of poor design, there often is a mismatch between congressional or legislative intent and bureaucratic behavior (Milstead, 2016).
Once a policy has been funded, the next step is implementation of the program. The success of a program is dependent on the implementation process. An example is the Affordable Care Act. Once Congress passed the Act, it then became the job of other federal agencies to implement the law. This was done through the regulatory process. Program evaluation may take many years. The evaluation process involves collecting data to determine if a social program is meeting the goals and objectives. Advance practice nurses can be key participants in the evaluation of a program, through research, methodology, that can take place in the clinical or healthcare setting. Nurses can also be involved in the monitoring process and revising of the program, once evaluation has been done. The skills you have learned in your master’s program can be implemented on many different levels.
